In most cases, we can retrieve naturalization certificates from Cuba from any province going back to the 1800s.

MINREX, the Ministry of Foreign Affairs in Cuba offers this clarification regarding citizenship vs naturalization. 

• A person who is born in Cuba is a citizen by birth and would receive a certificate of citizenship (certificado de cuidadania).

• A person who moves to Cuba and becomes a naturalized person renouncing their foreign citizenship in order to obtain Cuban citizenship will receive a letter of citizenship (carta de cuidadania)
